Support for windows/arm64

While mcr.microsoft.com/windows/servercore:ltsc2022 is available for windows/arm64, it seems like that windows-host-process-containers-base-image isn't it

In theory, adding support for windows/arm64 should be an easy task for an empty image layer?

@marosset any chance to provide that? Maybe its enough to just adjust the manifest.
