Improve handling broken windows using SSH extension

We have removed the step to verify that the remote host is reachable before we open a window on it, so seeing a window that can't connect is now more likely. We only show "Ignore" and "Retry" options. Consider showing

- "Learn More" to see getting started docs
- "Open Configuration File"
- ?

Also I still prefer "Cancel" and "Reload Window" so we can consider those labels.
