Python extension does not reliably install and activate inside running container

Does this issue occur when all extensions are disabled?: Yes/No

• VS Code Version: Version: 1.103.0
  Commit: e3550cfac4b63ca4eafca7b601f0d2885817fd1f
• OS Version: Mac OS 15.6 (24G84)

Steps to Reproduce:

1. Connect to a running container
2. Install python extension. Notice that it doesn't always correctly install and Python commands are not available through the prompt.
3. Close connection to running container, and repeat steps 1 and 2 as necessary until Python decides to correctly install and activate.
