fix skip-issue-check

currently, as part of the PR (pull request) run on github, the PR description is checked and if it has a link to an issue than it is good but if it is missing one then `skip-issue-check` is needed to get past the check. Update the check so not only does it look for a link in the description but also the format of an issue like `#222`.
