This change tightens folder trust handling for Copilot CLI background agents so they only operate in trusted locations, addressing the linked VS Code issue about background agent folder trust.

- Re-validates resource trust when using a cached repository in an empty workspace, updating the cache to “untrusted” if the user declines trust.
- Adds an explicit trust check for the resolved working directory before proceeding with worktree creation or migration, cancelling the operation if the folder is not trusted and warning the user.
