Require the ctrl key + scroll gesture to zoom in on the histogram, which is a common combo. This stops the histogram from "stealing" the mouse when scrolling in a notebook or in copilot pane and blocking the scroll action.
Pinch-to-zoom on a trackpad is already wheel+ctrl, so that is unaffected.
Testing in VS Code Histogram pane, Notebooks, and in new Copilot pane.
