Support onnxruntime-extensions with python 3.10

tf2onnx called this package. I got an error when I using pip to install onnxruntime-extensions with Python 3.10.

ERROR: Could not find a version that satisfies the requirement onnxruntime-extension (from versions: none)
ERROR: No matching distribution found for onnxruntime-extension

The latest onnxruntime version 1.12.0 has supported 3.10.
