TRE core should use private endpoint to access TRE management storage account

Description

As an Azure TRE Developer,
I want the TRE core to use a private endpoint to access the management storage account,
So that we can enhance security by restricting public network access and ensuring data remains within a private network.

Acceptance criteria

• The TRE core should connect to the management storage account using a private endpoint.
• Public access to the management storage account should be disabled.
• The necessary network configurations should be set up to support the private endpoint.
• Existing services relying on the management storage account should work seamlessly without disruption.
• Allow access from local IP, so that deployment of TRE works as usual.

I have the code changes ready and tested.
