Disable local authentication in ServiceBus

Description

As a TRE Administrator I want to use manage identities in Airlock triggers so that SAS based (=local) authentication could be disabled.

Acceptance criteria

• ServiceBus local authentication is disabled
• Airlock triggers are using managed identity and still functional

@guybartal just noting on the other issue you created, don't think any need for options, just go managed identity. Thanks.
