Assign/Create User Resource to another user

As a Workspace Owner I want to create a user resource for another user

As a Workspace User I want to assign my user resource to another user in my workspace

Acceptance criteria

• Workspace Owner can create Guacamole VM for another user
• Workspace User can assign a Guacamole VM to another user

@jonnyry can you clarify your requirements with admin vs owner, think its workspace owner as the admin doesn't have workspace access?

Workspace Owner is fine - just a way we can spin machines up in advance for users.
