Bug in networks_switch_dscp_to_cos_mappings.py actions plugin

Similar to #104

meraki_compare_equality2 does not catch differences in mappings parameter. Using meraki_compare_equality fixes the issue but I'm not sure if its doing a correct compare based on the prints shown below.
