Adds a zizmor job to the code quality workflow file for the
resulting package scaffolding. The README is updated with
instructions to run zizmor after checkout, which can resolve
the references to commit hashes for the reusable actions.

Hardening is done where possible - specifying default empty
permissions for the workflow and prevent persisting the git
credentials from the checkout action.

The initial action references are deliberately way too
broad - this will immediately trigger CI failures when
the developer forgets to pin those, while also ensuring
we don't start out with outdated references because the
dev forgets to check what the latest versions of the
actions are.
