Open Forms: HPA in scaling loop due to memory usage

Heard this from Jan from Den Haag:

They noticed Open Forms kept scaling its number of replicas up over time due to increased memory usage, and because the upper limit is set to 100, this can over time consume a lot of resources: https://github.com/maykinmedia/charts/blob/main/charts/openforms/templates/hpa.yaml#L30

I think the configuration for HPA is the same for other charts, so the issue could occur there as well.
