TODO: Remove `PHP_CS_FIXER_IGNORE_ENV` from `composer.json`

PHP CS Fixer currently does not openly support PHP 8.2. That's why PHP_CS_FIXER_IGNORE_ENV was added.

Remove it as soon as PHP CS Fixer officially allows PHP 8.2.
