should MiMa itself be built with 1.0.0-RC2? it's a bit odd to use 0.13.16-M1 |

No. sbt 0.13 brought support for building plugins using an older version of sbt. So you could release 0.13 version of plugins while still using 0.12. We're doing the same here. |

Great! I like that you moved artifact downloads to the new 1.0 API and added compatibility support to the "old" 0.13 code. |

Yeah, it's how macro-compat does its compatibility support. I kind of like it. |
