Create a testbench harness that is not dependent on Make

tenyr's tests (check and related Make targets) are intertwined into its build system in a way that is nearly impossible to understand and maintain. Create a new testbench harness (possibly a set of bash scripts) that provide similar functionality without depending heavily on (GNU) Make.

Given that #53 will use CMake which will ease the path to building natively on Windows, it might be better to use Python for the test harness, rather than bash.

Although it is probably possible to use pure CMake and CTest infrastructure without any external harness, it would likely be pretty painful. CTest provides a good way to register tests to be run, but we probably still need some external script that we can invoke with parameters that select/configure the test.
