docs: Is there any plan to support internationalization/localization of the documentation? #3882

Why this is needed:
Hello, I'm a cloud engineer based in South Korea, currently working on gateway-related tasks at my company.

I'm also personally very interested in the Gateway API. However, I feel that interest in the Gateway API is still relatively low in my region. For this reason, I believe that localizing the documentation into Korean could help promote the Gateway API, even if just a little. That's why I’m raising this issue.

To support this proposal, I’ve already started translating part of the documentation into Korean. If you're interested, I’d appreciate it if you could take a look.

This documentation follows the Kubernetes SIG Docs guidelines, going beyond simple machine translation to provide a natural and accurate interpretation of the technical content. Additionally, the translation maintains a 1:1 line mapping with the original English source, making it easier to maintain. (This approach is already applied to the official Kubernetes website.)
