Turn on iSCSI tests in GitHub actions and Prow job

The iSCSI tests are not running in automated testing pipelines. See this discussion. The tests are not turned on right as now as the API group is in alpha. We need to turn them on as the API group matures.

Enable iSCSI tests on GitHub actions and Prow. We need to refactor scripts/run-integration.sh a bit to distinguish between local development and Prow tests.
