add unit tests for driver and executor configs

Purpose of this PR

This PR adds unit tests for some of the submissions functions.

Proposed changes:

• Add unit tests

• Bugfix (non-breaking change which fixes an issue)
• Feature (non-breaking change which adds functionality)
• Breaking change (fix or feature that could affect existing functionality)
• Documentation update

Rationale

Looks like unit tests were commented out as part of the migration process. Trying to add some of them back for code quality.
