Create a virtual service to expose public endpoint for service in pipeline run.
What happened:
Adding this on Clusterrole to skip error: User "system:serviceaccount:kubeflow:pipeline-runner" cannot create resource "virtualservices" in API group "networking.istio.io" in the namespace "kubeflow"
What did you expect to happen:
I think creating virtual service is pretty reasonable use case from pipeline. we need to add this to role for pipeline-runner.
