Which issue is resolved by this Pull Request:
Resolves kubeflow/kubeflow#5022

Description of your changes:
Release AWS v1.1.0 Kfdef manifests.

We didn't use v1.1.0 tag in this kfdef manifest, the major reason is some of our manifest v3 changes and multi-user pipeline changes are not included in v1.1.0. We still like to ship these features and that's the reason we use v1.1-branch. This will be reflected on the docs in kuebflow/website as well.
