Shift e2e to official rust image with distroless

normally i'd use muslrust, but since we dropped openssl support there, we need something more common to test that.

• local build with local caching using rust:bookworm with runtime distroless:cc-debian12
• github action build

tried to get the buildkit cache dance to work over a day and could not get it to work reliably so have commented it out for now. the action build is ultimately 2m anyway and not the blocker (since the e2e build is small). opening a follow-up later.

unblocks rust 2024 features.
