Closes #55 by setting up RTD as a documentation system to use.

Injected a small CI detail on using pre-commit.ci as a runner for our pre-commit tests also. This should probably function whenever this has been merged.

I rebased a merge conflict in the README.md and let the autoformatting fix two details.
