Issue bumping to 7.1.0a0 #7130

Trying to make the first 7.1.0a0 release, the release script bumped to 7.1.0 directly instead: https://github.com/jupyter/notebook/actions/runs/6667217194/job/18120252923
This is likely an issue with the hatch version command not passing alpha correctly: https://hatch.pypa.io/latest/version/#updating
