According to this StackOverflow answer, it's possible for a GPL-licensed project to have newer versions licensed as BSD-3 (which is more permissive). I'm doing this for #18. Version 1.0.1 of SVGFig and 2.0.0a3 of SVGFig are licensed with BSD-3 (see the LICENSE file), though earlier versions were not.
