Small PR to refine the experimental run details interface, bringing it inline with Pipeline Graph View and JUnit.

The intention is to standardise this so that it can be across core, in jobs and builds, and in plugins, consistently. See the community thread for more info/prototypes.

I've replaced the clock with a static SVG, whilst I liked the idea of the icon showing you the actual time, too often it would look weird if the build was ran at certain times.

Should the console log be full width whilst there's nothing else on the right?

It doesn't look great right now:

Looks like its intended that artifacts might go there?
