Remove checkstyle build task

Not reviewing checkstyle in this plugin

Testing done

Confirmed that the ci.jenkins.io job reports no checkstyle warnings before this change. Confirmed that a local build reports no checkstyle warningsd with mvn clean verify. Will confirm that the ci.jenkins.io job still reports no checkstyle warnings after this change.
