`jgit` in Artifactory proxies all of Eclipse and `jgit-cache` contains 200GB

Summary

The remote repo https://repo.jenkins-ci.org/jgit proxies https://repo.eclipse.org/content/groups/releases/ which seems to be all of Eclipse, and not just JGit, as the name implies.

1. Determine whether we actually need this to get JGit (TBD I think?)
2. If so, the remote repo should be reconfigured to only narrow proxy what we need for that. Alternatively, create a new repo so we don't need to wipe a potentially useful cache of artifacts gone from downstream for a while, and remove this one from resolution. If not, remove it (from resolution, later entirely).

I've added the following include to the jgit repository:

• org/eclipse/jgit/**

Note: I left the existing com/jayway/jsonpath/** exclude in place. Shouldn't make a difference.

Now I need to cleanup jgit-cache to only have the files we want.

Also needs confirmation there are no needed transitive dependencies from that repo.

The plugin BOM release GitHub action failed because it was unable to resolve a transitive dependency. The message is:

I've left the plugin BOM repository locked so that we can run the release action again without requiring a new build of the master branch.
