test_icu_rpm_4_2_1 throws error

Looks like this maybe needs the test changed to look for international_components_for_unicode instead of icu(the way it's set in test_icu_3_8_1). This may be an easy fix if you want to do it yourself, @k-udupa2000!

Alas, I did a bit more debugging on this while I was adding LONG_TESTS to the CI, and it does not appear to be that simple to fix. Not sure what's going wrong; may be a bug in the checker rather than a bad test.

I've taken the man pages and docs out of those results since we don't scan those (although maybe we could for hints in the future). But it looks like genrb and uconv are probably the only files we can get meaningful results out of, so that's what I'm going to do.
