Remove deprecated plugin `outputs.amon`

Remove the following deprecated plugin and provide a migration:

outputs.amon   ERROR since 1.37.0 removal in 1.40.0 service doesn't exist anymore and platform code is unmaintained
```

The upstream service is defunct, so there is no replacement plugin.
