This might fix the tailwind issues. We're still not sure why the tailwind config is (seemingly) ignored in some builds, but not in others. However it appears the app.css is always picked up, so migrating the js config to the new css syntax is an attempt to fix the issue. We would've migrated eventually anyways, it just has gotten more important now.
