Add IESG WG dashboard to the DT menu

Finding https://datatracker.ietf.org/iesg/working-groups/ is rather difficult...

Unsure whether it is visible only for the IESG or is public (preferred) but it should appear in the main menu bar (either under Group/IESG -- preferred -- or in Documents/IESG -- a little weird --)

Having a link in the AD dashboard would be a plus

This is already in main and will be part of the next release - see #9563

Reopening to discuss further putting this in the main menus -

The link parallels the other link that's in the AD dashboard but not in the main menus. If we were to move it into the main menu, we should also consider moving the "Documents in IESG processing" link to the main menu, or just the AD dashboard itself.
