Floor plan location pointer not shown when room name contains punctuation

Describe the issue

In the preliminary agenda for IETF-123, clicking on the room names L'Albufera or Red & Blue Foyers on the main agenda page loads the floor plan tab but does not move to the correct floor or drop the pointer to indicate the location of the specific room. Other room names work, as does clicking on the room button on the floorplan tab.

This also seems to affect other rooms at past meetings that had & in the name.

Suspect that the punctuation in the querystring is not being escaped correctly in the client code for a URL like https://datatracker.ietf.org/meeting/123/floor-plan?room=l'albufera
