ietf.doc.tests_ballot.EditPositionTests.test_send_ballot_comment needs to be reimplemented #7867
Description
The current test is very iesg ballot specific - it needs to be refactored to test other approving body ballots, and different ballot types. The resulting mail inspections should be against the calculated mailtrigger To and CC values, not hardcoded strings. This test should have prevented #7861
