Set telechat date form for charters shows past telechats as options #10337

Describe the issue
An AD recently tried to place a new charter revision onto a telechat. The control for choosing which telechat defaulted to a date that was years ago (likely the last time the charter had been on a telechat).
Review the control - it should probably only offer future telechats, at least to ADs. Consider whether the secretariat needs to be able to use this form to adjust whether a document was on a past telechat or not. Look to see if there are other ways for the secretariat to do that.
