Add HLS 2.11

HLS 2.11 was released 2 weeks ago but isn't available in ghcup yet by default; 2.10 is the latest available version. This is a problem with GHC 9.12 b/c here, support in HLS is really basic and lacks essential features (e.g. formatting, renaming). That's unfortunate & unexpected for users.

HLS 2.11 should be added to the default release channel. See the release link above for their release infra for ghcup with --url-source.

Reproduce

$ ghcup upgrade
$ ghcup list

Result

Shows HLS 2.10.0.0

Expected Result

Should show HLS 2.11.0.0

There seems to be a regression in 2.11.0.0 on Windows, if I run the typecheck with ghc 9.10.2 and then switch to 9.6.7, the hls fails. Doing cabal clean is not sufficient, I had to manually remove the C:\Users\<user>\AppData\Local\hie-bios\dist-text-2.1-... dir for hls to work.

I tested the same steps with 2.10.0.0 and did not hit this issue. And the 2.11.0.0 did not have this issue on Ubuntu.

@hasufell this seems like a CI environment configuration issue on your end, I recommend you migrate your release CI to match upstream CI. If the problem persists we will take a look.

@dfordivam Can you please open a ticket on the HLS tracker with reproduction instructions?

The test simulates user switching between HLS versions.

I'm not interested in switching to your generated CI. It's unmaintainable.

This is not an HLS bug, it is an enviroment configuration issue where cabal-install can't find the ar program.

@wz1000 Both of these issues seems related to me, as the HLS (or cabal?) is trying to use 9.10.2, even though the set ghc is 9.12.2 and the command line is /c/ghcup/bin/haskell-language-server-9.12.2.exe --debug typecheck src/Data/Text.hs. The hie-bios dir seems to be causing this in both places.
(The 9.10.2 has been removed)

This might be a bug in hie-bios as well, how is ghc 9.12.2 set? In the cabal.project file? If so, this might be the cause of it: haskell/hie-bios#465

EDIT: seeing the new issue, setting the GHC version via ghcup set should work, thus I don't think it is that particular hie-bios bug.

This is likely the cause, as cabal 3.12.1.0 works fine (updated the issue too)
