chore(components): update @embroider/addon-dev v8

📌 Summary

initially we needed this because of the fix on content-tag layer that removes unwanted white spaces in single file components, content tag is used for processing for addon through @embroider/addon-dev but there was behaviour change was introduces in v8 which we need to figure out how we want to go about embroider-build/embroider#2461.

Second part is ember-template-imports it would fix the same issue on apps layer
