Add Chinese and English switching & optimize queueing

Hi guoyww, I am an engineer from OpenXLab. I have made the following optimizations for your gradio ui:

1. Add Chinese and English switching on the Gradio ui to make it more friendly to Chinese users.
   
2. Some parameter optimizations have been added to the Gradio queuing mechanism based on the hardware resources of OpenXLab. We read these parameters from environment variables so we can change them without modifying the code
3. Updated the gradio version to 3.45.1, a more stable version.
