User management should be hidden for non-admin users

Description
Right now the non admin users still have an user management section in their settings menu, but when clicking edit, it is all blank:

Expected behaviour
If a non admin user doesnt have privilege to modify user management setting, the section should be hidden for them.

What is happening instead?
Non admin user still have an user management section in setting, and it is empty.

this issue is specific to non-password users, usually this page exists to change the password.

There might be other options in the future, so I didn't disable it for consistency.

Thanks for the explanation.

Maybe, add something like "It feels lonely here" or simply "No option is available for this particular user" to indicate that it is working as intended, just nothing is there to be shown?
