Links in setting page does not navigate to correct location #474

Description
In the setting page, when clicking Profile Management Share Management, User Management, user will be guided to the correct position on the right panel, which is a nice touch.

However, when clicking on edit button of certain user, the navigation is wrong. This is the default position I am at when clicking on the edit button:

It's at the bottom of the user edit page.

Moreover, when at this page, there is no obvious way to go back to the previous menu layer, you have an "X" button which closes the setting menu all together, and then you can click either Profile Management Share Management, User Management, which does bring you back to the previous menu, but a. it's not intuitive b. it navigates me back to a random position which is frustrating.

Expected behaviour

  1. Edit user button should navigate to the top of the modify user menu
  2. When at a sub menu in the setting, clicking Profile Management should lead you back to the position of Profile Management
  3. Optionally there should be a back button to go back to previous layer of setting menu
  4. What does the button at top right corner do? It's not obvious and there is no hover text to explain it.
