Creating the user does not save the selected/set options

Description
In default auth password mode, when I create a user, it does not save the selected options. For example Share files toggle remains to false, even if I set it to true.

Expected behaviour
The user and its set/selected options are saved as created.

How to reproduce?

• Run Filebrowser in password auth mode
• Go to settings (as admin)
• Create a test user -> set Share files toggle to true (default is false)
• Create the user (click on Save)
• Edit the created user
• Observe that the Share files toggle is still false.

Workaround
After the user is created and saved, edit the user and set the right options and toggles. It will be saved.

looks like this was an issue where the default user config was always overwriting the values. This started happening in 0.7.11 and I will have a fix for 0.7.18
