Fix Dataframe Package

Description

After investigating the dataframe buttons issue, I realized the issue is actually with how the component is packaged. I think since dataframe-interim is a private package that is not actually published to npm, the latest changes to dataframe cannot be installed using using npm since the dependencies are broken. Making dataframe-interim as dev dependency should fix this when we publish the next version.

However I still noticed an issue when trying to test any local changes to the dataframe component, I think since dataframe-interim is still using svelte 4, pnpm dev doesn't work.
