[FEA] Duplicate Hornet data structure on different GPU.

Numerous applications are going to need either having a duplicate of Hornet on different GPU or if may need moving Hornet from GPU to another.

This feature should only be implemented once the CSR\COO (on GPU) to Hornet is completed.
