The repository doesn't have samples.
I intend to add system/integration tests are part of the workflow for pre-built binaries, so existing configurations for system tests won't be needed.
We don't currently use the doc tests, or the script golint.sh.
This change also modifies .kokoro/lint.sh. The script previously assumed that the repository had samples in a
samplesdirectory.
