Fix invalid Python dev container image tag

Description

The current dev container configuration uses an invalid image tag that doesn't exist:

mcr.microsoft.com/devcontainers/python:0-3.12

Problem

When trying to open this repository in a dev container, it fails because the image tag 0-3.12 is not valid. Microsoft's official Python dev container images use 1- prefix, not 0-.

Proposed Solution

Update the image tag in devcontainer.json to one of the following:

• mcr.microsoft.com/devcontainers/python:1-3.12
• mcr.microsoft.com/devcontainers/python:3.12

official tags from Microsoft.

@locross93 I’ve opened a PR that fixes the invalid devcontainer image tag and verified the dev container builds successfully with Python 3.12.
