Build abi3t wheels for Python 3.15

This isn't actionable quite yet because setuptools doesn't yet have support for building abi3t wheels, see pypa/setuptools#5205 and pypa/setuptools#5193. I've had a little trouble getting the attention of setuptools maintainers but I'm hoping as Python 3.15 gets closer that will change.

Are you interested in leaving this issue open for now? I'd like to experiment with building abi3t wheels and psutil seems like a high-impact way to do that and shake out any possible issues.

Hi Nathan. Sure, no problem. Wheels for free-threaded Python is something we definitively want.

Hopefully we'll be able to build a single wheel that will support both 3.15 interpreters and all future 3.XY versions for each supported platform.
