ci(release): use workflow-based artifact discovery, remove merge-artifacts job

Switch from legacy SHA-named artifact lookup to Craft's workflow-based artifact discovery (artifactProvider.config.artifacts). This removes the need for the merge-artifacts job that combined artifacts into a single SHA-named upload.

Changes

.craft.yml:

• Replace statusProvider/requireNames with artifactProvider config pointing to the Build & Test workflow
• Bump minVersion to 2.21.1 for artifact discovery support

.github/workflows/build.yml:

• Remove the merge-artifacts job (no longer needed)
