seeds were only read once on extension startup although the seed objects might change. The seed object is now read on every reconcile operation

What this PR does / why we need it:
Fix time of read, time of use bug. Seeds were only read once on extension startup although the seed objects might change. The seed object is now read on every reconcile operation.
Untested as of now due to other unrelated issue.
