Updating AVD Dependency for Android 28 Emulator

Emulators depending on Android 28 API are currently failing. Advancing the AVD dependency to 8733065022087935185, the same version used in other repos, should fix the errors.

This looks good but I am blocking the pr because the engine is not taking any more pull requests and has migrated to flutter/flutter.
