…n isolage_group_data callback. When isolates share same isolate group, it's important that when they shut down, relevant shutdown callback is invoked.

This relands #9888 with the fix.
Fix for the issues caused revert is in b96df26. Without this fix shutting down of any child isolate caused erroneous invocation of main root isolate shutdown callback.
